I think building a tarpon setup around an entry level reel won at an auction is a mistake. That reel is better suited on a 10wt being used for redfish.

I have never in my life seen a shrimp struggling on the surface of the water. However, I have tied many gurgler type flies to mimic them in just that predicament. You may want to try switching up the angles on the fish as you fight it, just sitting on top of them and pulling up does not tire them out much.

You must really have that drag cranked down.
Are you using spinning gear? I would worry about blowing up gear if you are going to fight a fish harder with 60 than you would with 40.
60 is for abrasion resistance not pulling power.

Best thing about flurocarbon.... (especially in the 60# and up category)
You can straighten it by hand, try that with 60# mono (or 80 for that matter).

A 9wt is perfect for fish that are 25-39 lbs that require a lengthy cast in fairly calm conditions.
