I'm having a neighbor issue. He recently built a house at the end of my road where the neighborhood launches kayaks. His property jumps across a county easement that is marked on GIS survey maps:

The neighbor built a fence at the end of the road blocking off the easement and I have asked him multiple times for permission to use the public land, to no avail. I have contacted Code Enforcement about the situation and they have done nothing (typical, I know). Does anyone personally know someone in the county tax assessors office that might be able to shine some light on the situation? I want to know if he is in the right, and if not, what remedies can be taken to allow the neighborhood to use the county land.
Any help would be greatly appreciated!

Easement is not necessarily public land. Most properties have easements on them, it gives the county the right to come in and put in a drain pipe for example or to access other property. It does not necessarily mean that it is open to the public. Usually the land owner is also responsible for maintaining the easement as well.

That's pretty much the same situation, minus the drugs, dumping and d-baggery. Everyone who kayaks in my neighborhood has used that launch for years, keeping it clean and clear of debris.
I know I'm not the only one who is upset about this, I wouldn't be surprised if it turns into a situation like that story. There's nothing like a good old neighborhood uprising.

That strip of land at the end of the county maintained right of way is actually owned by someone & is not an easement.

Thanks for the link. Unfortunately, I have tried reaching out to the owner. He pretty much told me to eff off.
