According to the web site it opens at 7:00 AM, but I don't know for sure. Seems like I heard that it is iffy as to whether anyone gets there at 7:00 AM to open the gate.
Another good question would be is it legal to use a pass to get in early if the general public could not get access. Similar to the use of a pass to enter the exclusion area around Port Manatee.

Launch time/Start fishing time- 6:45. You cannot launch or start fishing until 6:45. Anyone who is found launching or fishing before 6:45 will be disqualified.
