I suspect it looked good on paper.
If you look closely someone didn't stop. Check out the bushes. I'm not sure which of the two deserve the Darwin award - the folks who designed the road or the person who didn't stop.

Gotta wonder abut the road crew that did the fancy street painting and put up the stop sign. You think they called their boss and said, 'uh, hey boss, ........" or did they just look at the paperwork and say, "well, it says right here that we're supposed to paint......"

I'm pretty sure the put in the bank after the Sonic. They put up a curb and landscaped it in, but never removed any of the existing stuff or blocked it. The funny part is someone went through it. Dee Dee Dee...

I used to work in civil engineering as a cadd tech. I was ordered to put in these "turnarounds" in various places (although without painting lines ). Most likely they are planning for future development to the main road there. Other times we added them in tight parking lots to allow room for you to back into.
