Sorry, but I never, ever put hook keepers on fly rods. Spinning rods yes, fly rods no. I prefer to keep the fly line to leader connection outside of the tiptop.

Jim - Now that the law in in effect, there will no longer be a need to go out and spend $3.00 on something the rod builder should have included in the first place.

I include one with my builds, but I do ask ... just in case they don't want one. About 90% of my clients do want the hook keeper, but there are folks that want them left off - apparently the things just confuse them.

I disagree and if this becomes law I'd be sad.. I hate hook keepers and always carefully use the leg of that first big guide. Bass Pro, Cabela's and quite possibly a few of the local shops. I used to keep them around, but too many folks couldn't figure out how to attach them to their rods. Of course, none of them were paddlers.
